The agreement reached by EU leaders on 21st July has been hailed as EU's 'Hamiltonian moment'. After 90 hours of official negotiations and 'terrace meetings' the initial, yet seemingly irreconcilable, differences between the 'frugal' north and the covid-stricken southern economies were finally overcome so that every national leader could claim victory at home.
Such intergovernmental bargains do not come without costs, especially as the political battle before each landmark agreement seems to pit one national public against the other, reinforcing problematic narratives and potentially eroding transnational solidarity. During this Webinar Silvia Merler (Algebris Policy and Research Forum) and Francesco Nicoli (University of Gent) will analyze the EU Recovery Fund from both the 'macro' perspective of the intergovernmental negotiations and the 'micro' perspective of EU citizens' attitudes and preferences touching upon some of the following questions:
What do EU citizens actually think of redistributive policies at the EU-level?
How was consensus ultimately achievable among EU leaders on the Recovery Fund?
How much of an 'Hamiltonian moment' was this final agreement?
What is the real economic and political potential of this new European instrument?
The meeting will also be a chance for our members to meet the new Working Group Coordinators and reflect the future path of the network and the preparations toward the November Virtual Plenary. Come join the discussion!
