Who plans whom? States and markets before and during the COVID-19 pandemic.
The COVID-19 pandemic has thrown the global economy into unprecedented territory. To preserve lives, economic activity was deliberately halted by governments worldwide. Such drastic measures directly impacted workers and businesses and requested a comeback of extensive state interventions. On the one hand, the state had to expand its reach to buffer the impact of the pandemic on revenues. Social security networks were expanded to mitigate the effects of the sharp increase in unemployment and credit was granted to companies to bridge the fall in demand. On the other hand, the governments were forced to coordinate economic activities. The efforts to fight the pandemic required a reorganization of the productive structures to increase the production of masks, respirators, and other needed hardware in what was referred to by many as a “war economy” effort.
In light of the above, the YSI States & Markets Working Group welcomes work on a wide range of topics, including but not limited to:
- What is the real planning capacity of the state?
- How much does the market (for example, Amazon) plan?
- What is the reach of big companies on governmental decisions?
- Who sets the rules and regulates the more than ever essential digital economy?
- How does the scale of the fiscal, social, and monetary policies implemented as a result of the pandemic challenge the previous balance between states and markets?
- (How) Should these fiscal, social, and monetary policies continue in the future?
- How is this relationship expressed in terms of research and development in the health and pharma sectors?
- How should we deal with the public debt discussion that will arise in the aftermath of the pandemic?
- What is the role of international organizations vis a vis national states?
